eBay Australia is free to sell on for most people. If you're based in Australia, don't have an eBay Pro plan and sold A$25,000 or less over the past 12 months, you pay no final value fee. Go over that and eBay moves you to the Pro Starter plan — no monthly cost, but 13.4% on each sale. Here's exactly how the switch works.

Who qualifies for free selling
- Your registration address is in Australia.
- You don't have an eBay Pro plan.
- Your total sales over the previous 12 full calendar months are A$25,000 or less.
eBay counts sales across all eBay sites, using the total amount of each sale — item price, postage and tax. It's a rolling 12-month window, recalculated every month: in August, eBay looks at 1 August last year to 31 July this year. Nothing resets on 1 January.
Free sellers still pay for:
- a 3% international fee when the delivery address is outside Australia;
- optional upgrades (subtitle A$2.20, second category A$1.00);
- listings beyond 250,000 a month (A$1.00 each) — not a limit most people hit.
As part of free selling you'll generally need to use eBay's prepaid label or buy your labels through eBay. From 3 November 2026, free sellers receive their proceeds through an eBay balance account, and from 11 November eBay starts providing prepaid labels for eligible items.
What happens when you cross A$25,000
On the 20th of the month, eBay tells you if your 12-month total is over A$25,000. From the 1st of the following month you're on Pro Starter: no monthly fee, but every sale pays a final value fee. It's not that only the dollars above A$25,000 are charged — once you're on Pro Starter, all sales are.
If your 12-month total later drops back to A$25,000 or less, you can cancel your Pro plan and return to free selling from the 1st of the next month.
eBay Pro fees
Pro Starter charges 13.4% of the total sale up to A$4,000 and 2.5% on the part above, plus A$0.30 per order. Paid Pro plans charge less, with rates that depend on the category tier, and A$0.33 per order. All Australian fees include GST.

Tax: the threshold isn't a tax rule
A$25,000 is an eBay fee rule, nothing more. If you're carrying on a business — buying to resell regularly for profit — you need an ABN, and once your turnover reaches A$75,000 you must register for GST. Selling your own used belongings generally isn't a business.
Frequently asked questions
Does the A$25,000 include postage?
Yes — eBay uses the total amount of each sale, including postage and tax.
Can I choose a Pro plan while under A$25,000?
Yes. You might want one for features like scheduled payouts or alternative postage options — but then you pay Pro fees instead of selling for free.
How do I compare free selling with Pro fees?
Use the eBay Australia calculator and switch between "Free selling" and "eBay Pro".
